Conferinta IFLA 2009

Denumirea completa a acestui important eveniment este: World Library and Information Congress: 75th IFLA General Conference and Assembly, iar tematica „Libraries create futures: Building on cultural heritage”. Reuniunile sectiunilor principale vor avea loc intre 23-27 August 2009 la Milano (Italia), la Centro congressi della Fiera di Milano, unde este organizata si o expozitie de produse si servicii pentru biblioteci.

“Satellite meetings” (sau preconferintele) se tin deja (19-20 August) in diferite localitati din Italia, Germania, Suedia etc.

Conferinta IFLA din acest an ilustreaza momentul de contact dintre radacinile istoriei, culturii si  cunoasterii si tehnologiile viitorului. Temele abordate spatiaza de la tratamentul informatiilor din domeniile stiintei, artei si economiei, accesul la informatie, libertatea de expresie, dreptul de autor, managementul de biblioteca, organizarea informatiilor, calitatea si evaluarea serviciilor, formarea si instruirea profesionala bibliotecara la distanta, pana la biblioteca digitala si noile tehnologii ale informarii si comunicarii.

Sectiunile conferintei de la Milano sunt peste 200, iar participantii prezenti peste 3200.

Obama si bibliotecile

am dat de o informatie interesanta mai ales astazi, si din care putem afla care erau opiniile lui Barack Obama cu privire la biblioteci, inca din vremea cand era senator de Illinois. Revista citeaza in coperta (Cover story) o fraza sintetica, in traducere sunand astfel: “Custozi ai adevarului si ai cunoasterii, bibliotecarilor trebuie sa le multumim pentru rolul lor de aparatori ai dreptului la privacy, la instructiune, la gandire independenta, si, mai presus de orice, la lectura”.

Acum cateva luni am gasit si textul discursului pregatit de Obama pentru a fi sustinut la Conferita Anuala ALA, American Library Association in Iunie 2005 la http://obama.senate.gov/speech/050627-us_senator_barack_obama_addres/, URL dezactivat acum.

Pe site-ul revistei American Libraries, October 2008 (NEW! Bound to the Word) se gaseste acum in lectura free full text un articol care este versiunea usor reorganizata a discursului din Iunie 2005: http://www.ala.org/ala/alonline/resources/selectedarticles/obama05.cfm5

Dar ideile si formularea raman identice.

Discursul este scris din toata inima si cu profund respect pentru biblioteca si rolul sau: aceasta este o fereastra deschisa spre o lume ampla, in care reusim a identifica idei importante si concepte profunde in gradul de a impinge inainte istoria; biblioteca este un sanctuar al studiului si invatarii.

Intr-o lume in care, de-a lungul istoriei, politica si ideologiile au instrumentalizat adevarul si stiinta si au incercat sa controleze si sa intemniteze spiritual uman si informatia, au ignorat pericolele mondiale si necesitatile de cercetare pentru salvarea vietilor umane, bibliotecile raman locul unde nu cel care striga mai tare are dreptate, ci acela care detine informatia corecta. Cunoasterea reprezinta puterea, iar lectura determina capacitatea de a descuia portile catre oportunitati, succes si realizarea aspiratiilor.

Obama este categoric impotriva cenzurii, a controlului lecturilor si a e-mailurilor, a lezarii dreptului la privacy si are opinia ca terorismul poate fi combatut fara a priva cetatenii de dreptul lor la libertatea de gandire si de lectura. In acest context bibliotecile au demonstrat pozitia lor de aparatori ai democratiei, fapt foarte apreciat de catre senator.

Este profund convins de importanta lecturii tuturor copiilor, caci, din clipa cand ei pasesc in biblioteca, destinul lor va fi transformat in mai bine, datorita sanselor si oportunitatilor de a avea ca adulti succes in profesie. De accea, una din marile responsabilitati ale cetatenilor, educatorilor, bibliotecarilor si parintilor este de a-i deprinde cu lectura de buna calitate.

Subliniaza importanta instructiunii scolare, de la alfabetizare pana la scoala superiora, in noua economie in care domina tehnologiile moderne de productie si de comunicare bazate pe Internet, in care se impune nevoia de oameni bine pregatiti, cu gandire inovativa si profunda, cu aptitudini superioare de intelegere, cunoastere si comunicare. Invatarea incepe cu dezvoltarea capacitatii de lectura si intelegere a copiilor, si devine conditia supravietuirii lor in lumea actuala.

Apreciaza ca scolile, modul de viata si cultura americana sunt inca centrate pe modele apartinand secolulului al 20-lea, ba chiar celui de-al 19-lea, in timp ce noua economie a cunoasterii din secolul 21 are cerinte cu mult mai complexe. Alte tari, precum China si India isi modernizeaza economia si sistemul de educatie mai mult, mai bine si mai repede.

Sunt citate si anumite date statistice tulburatoare relative la gradul de alfabetizare al copiilor de diverse proveniente sociale si nationalitati din Statele Unite, din ultimii 20 de ani.

Este amintita si concurenta dintre lectura si consumul unei televiziuni adesea invaziva si anti-intelectualista, videojocuri, DVD de divertisment. Insa nu interdictia rezolva problema, ci deprinderea bine inradacinata a lecturii face ca preferintele copiilor sa urmeze directia buna.

Bibliotecile au un rol de mare importanta in procesul educativ si de aceea trebuie sa fie active nu numai in scoli, dar mai ales acasa. Iar cartile trebuie distribuite la fel ca alimentele, dulciurile si jucariile, la MacDonalds, in biblioteci mobile, in cluburi estive de lectura. Vor fi necesare investitii in programe de alfabetizare in familii si in educatia prescolara, pentru ca in scoala copiii sa posede bazele elementare ale limbajului si cunoasterii.

Fiecare copil al generatiilor de emigranti din istoria Statelor Unite care au muncit din greu si s-au sacrificat, are dreptul la sanse egale cu toti ceilalti copii; cititul si dragostea pentru lectura le vor deschide calea catre viitorul pe care si-l viseaza.

Vibrant si sincer, politic si de ampla viziune culturala, discursul de acum aproape 4 ani al senatorului care va intra peste cateva zile la Casa Alba ca presedinte al Statelor Unite, este de mare actualitate. Faptele vor fi demonstratia vie a declaratiilor sale si vor influenta, desigur, intreaga lume.

Clasificare si regasirea pe subiecte in sec. 21

Ar putea fi de folos aceasta informatie despre conferinta din Sept. 2008 cu privire la clasificari si regasirea informatiei dupa criteriul continutului, mai ales pentru bibliotecarii care se ocupa de clasificare, de terminologia utilizata pentru cautarea si regasirea informatiilor organizate pe baza unei clasificari. E drept ca, in Romania, CZU este sistemul practicat in marea majoritate, dar poate ca cineva va fi incercat sa creeze sau sa aplice si alte scheme de organizare a informatiilor, mai apropiate de specificul anumitor biblioteci, cum ar fi cele pentru copii, sau cele legate de realitati locale ori argumente stiintifice/culturale neidentificate in CZU. Oricum, o structura clasificatorie noua sau o aplicare iesita din comun a schemei CZU, ori o schema semantica a unui site de biblioteca ar putea fi prezentate cu succes la aceasta conferinta. Am citit titlurile primelor comunicari deja prezente in programul conferintei si rezulta ca vor fi tratate argumente extinse la diverse scheme de arhitectura a informatiei in web, de ex. schema online a codului de catalogare RDA, sau a formatului MARC21, ori o schema geografica, ori structura unui portal.

Conferinta se va tine in campusul universitar de la Glasgow. Un numar limitat de studenti la cursurile de zi pot solicita o bursa pentru a participa in mod gratuit.

135 years after Melvil Dewey first had the idea for his classification
scheme and with the exponential growth of new information storage and
retrieval systems we are still wrestling with finding the right way to
get things in order – on the shelves and in those very systems – and
then to enable people to find them when they search. This conference is
intended to explore current developments in classification and subject
retrieval. The conference programme will cover both the longstanding
methods – such as traditional classification schemes – right up to
social networking and ‘bleeding edge’ ideas. The conference will also
include the CIG AGM and Annual Standards Forum.

Following a call for papers, the conference programme is now in place.
Papers will be considered for publication in Catalogue and Index
following the conference. Powerpoint or similar presentation files, that
accompany papers, will be published on the CIG website.

The varied programme of presentations and updates on standards will be
complemented by opportunities to network with fellow professionals.

Povesti de succes

Interesanta baza date de pe site-ul IFLA http://www.ifla.org/success-stories/ care contine proiectele realizate in ultimii ani de catre diverse biblioteci din lume, in colaborare si cu sustinere financiara internationala. Mi-au placut transparenta organizarii, colaborarea internationala, alegerea obiectivelor (care poate fi o sursa de inspiratie si pentru bibliotecile romanesti interesate in crearea colectiilor digitale) si claritatea expunerii (precizie si concizie) in descrierea proiectelor.
Aceasta baza date este alimentata de catre bibliotecile care au realizat proiectele, asa ca poate constitui un pretios instrument de benchmarking de idei si posibili colaboratori (si nu concurenti).

Cele 138 proiecte prezentate pe site-ul IFLA sunt organizate pe categorii:
-Bibliotecile ca puncte de acces la documente
-Bibliotecile ca centre formative a noilor ICT (tehnologiile de informare si comunicare)
-Bibliotecile centre de educatie permanenta
-Bibliotecile centre de documentare specifica
-Bibliotecile centre de conservare a patrimoniului cultural national

Cautarea avanzata dupa diverse criterii (categorie, tara, provenienta finantarii, categoriile de utilizatori etc.) permite vizualizarea acestor proiecte.

Bibliotecile europene care au cele mai multe proiecte descrise, sunt in marea majoritate din Germania, apoi sunt si altele, mai putine, din Marea Britanne, Elvetia, Rusia, Italia, Franta, Finlanda, Albania, Croatia, Serbia, Polonia.
As cita doar doua din toate aceste proiecte, mai apropiate, cred eu, de situatia bibliotecilor romanesti.

Proiectul polonez “Kujawsko-Pomorska Digital Library “al celor 2 mari biblioteci universitare N. Copernic si K. Wielki, si-a propus ca in 2 ani sa digitizeze documente stiintifice, colectii speciale, colectii Grey Literature de interes regional, harti vechi si muzica, liber consultabile in Internet. Intreaga platforma tecnologica realizata in timpul acestui proiet a ramas utilizabila in continuare, la costuri scazute, pentru alte iniziative viitoare.

Un alt proiect, “International Children’s Digital Library”, coordonat de Maryland University e realizat de catre Biblioteca Nationala a Serbiei, ofera 10.000 e-books pentru copii, in 100 limbi.
Serbia a elaborat si proiectul partial “Serbian Children’s Digital Library”, care contine 150 opere digitizate din cele mai frumoase carti de literatura pentru copii.
Au fost create software speciale pentru consultarea de catre copii a acestor colectii (vizualizarea imaginilor, rasfoirea “paginilor”), si altele pentru alfabetizarea informatica a micilor utilizatori.
Personalul care a participat la proiect era format din bibliotecari, editori, profesori de literatura pentru copii, specialisti in informatica, autori si … copii!
Baza de date e consultabila online gratuit, dar si pe CD-ROM gratuit, pentru cei care traiesc in arii marginalizate, fara acces la Internet.

Sunt atat de frumoase toate proiectele din baza de date, si atat de usor de consultat pe scurt, conoscand limba engleza.
